The sole issue to be determined is whether the petitioner should pay any portion of the legal, medical, or other expenses incurred to prosecute his workers' compensation claim. This can only be determined by the intent of 20 CFR c 111 Sec.404.408(d). The intent is reflected in Harden, supra.....By assessing all fees ahainst the repondent, a;; frivolous computations are eliminated.
